Added the ability for services to bind to a SHUTDOWN event. This allows services to be notified when weewxd is being shutdown. PR #1106. Thanks to user Rich Bell!

Added retry logic in case the database is locked. See weewx-user thread https://groups.google.com/g/weewx-user/c/9AIS1DRHl00.

Pass a terminate event flag to the thread running StdReport. Generators look to this flag and finish immediately if it is set.

Fix problem where [StdReport] does not include HTML_ROOT. Fixes Issue #1082.

Install extensions atomically, never overwrite in place. PR #1104. Thanks to user John K!

Substitute station_type if the hardware driver does not offer hardware_name.
